The entire USA went off the rails prior to Obama's administration, and a tragedy of his administration is that he convinced himself that holding people accountable is too risky and disruptive. He thinks he's being pragmatic, but he really just lacks the balls to take on powerful malefactors. As a result, his administration has rubber stamped a permanent change in American political culture and a permanent degradation of our moral fiber.

Did the CIA have the support of the American people to do what they did?

The Hague would do little to discourage future misbehavior so long as the American electorate remains apathetic.

The Hague is politically independent of the US, however, it remains to be seen whether a country or international body would have the spine to cross the US with the amount of pressure that would be brought to bear. That has already been demonstrated in the Bush/Cheney torture debacle. It's way beyond a cover-up.
